List of the priority programmes of the National Fund for Environmental Protection and Water Management planned for financing in 2007
Principally, when choosing the projects for financing, the National Fund for Environmental Protection and Water Management transfers the funds to the projects co-financed by the non-reimbursable European Union funds and other non-reimbursable foreign funds.
Co-financing will allow Poland to achieve the ecological goals as defined in the Treaty of Amsterdam.
1. Water Protection and Water Management
1.1 Water and waste water management in agglomerations exceeding 15,000 RLM
- construction and modernization of the sewage system,
- construction and modernization of the rain drain system, unless it contributes to the implementation of the Directive 91/271/EWG,
- construction, development or modernization of the municipal waste water treatment plant,
- construction and modernization of the water supply systems – water intakes and water treatment systems, in case of projects co-financed by the foreign funds – also water supply systems,
- preparation of the documentation necessary for submitting the application and realization of the project, i.e: the feasibility study, technical documentation of the projects, tender documentation. (exclusively for projects co-financed from non-reimbursable European Union funds).
1.2. Water and waste water management in agglomerations from 2,000 RLM to 15,000 RLM – the project co-financed together with the voivodship funds for environmental protection and water management
- groups of individual projects on construction and modernization of the waste water treatment systems and water treatment and water supply systems (the total RLM quantity for the projects exceeding 15,000, however each agglomeration should have at least 2,000 RLM and should result from KPO¦K) (water supply only for projects co-financed by the foreign funds).
1.3. Water and Waste Water Management in companies
- construction or modernization of the industrial waste water treatment plants or subplants, according to the Minister of Environment Regulation of 24.07.2006 on requirements that must be fulfilled to allow for discharging waste water into water or soil and on substances particularly hazardous for the water environment (Dz. U. no. 137, pos. 984) and according to the Minister of Construction Regulation of 14.07.2006 on methods of carrying out duties imposed on the industrial waste water producers and on conditions of discharging the waste water into the sewage installation (Dz. U. Nr 136, pos. 964),
- investments aiming at decrease of water use and of quantity of the hazardous substances discharged together with waste water and introduced into the sewage installations, according to the Minister of Construction Regulation of 14.07.2006, on methods of carrying out duties imposed on the industrial waste water producers and on conditions of discharging the waste water into the sewage installation (Dz. U. Nr 136, pos. 964).
1.4. The projects financed by the Water Management Sub-Fund (the Water Law Act of 18.07.2001 (Dz. U. Nr 115, pos. 1229 with later amendments)
- preserving the water cadastre,
- preparation of the water management plans,
- reconstruction of the ecosystems degraded by improper use of the water resources,
- preparation and publication of information in the area of inland waterways infrastructures.
1.5. Supporting the ecological forms of the waterway transport in the framework of the Waterway Transport Fund
(the Act on the Inland Waterway Transport Fund and Reserve Fund of 28.10.2002 (Dz. U. Nr 199, pos. 1672))
2. Protection of soil surface, water and resources management
2.1. Protection of waters and the soil surface through prevention of waste production, waste management and rehabilitation of the degraded areas
- comprehensive municipal waste management systems, from the project phase to realization, taking into consideration at least: preventive measures, selective collection, waste preparation for recovery and treatment and, unless stated in the waste management plans, installations for recovery, including recycling and treatment installations,
- construction of:
- selective municipal waste collection centers, in particular hazardous waste, and treatment,
- installations for preparation of waste for recovery, including recycling,
- installations for recovery, including recycling of particular types of municipal waste,
- installations for thermal transformation of municipal waste together with energy recovery,
- installations for municipal waste treatment in processes different to storage,
- shaping the customers’ attitude in the field of waste purification and disposal,
- modernization of the thermal waste treatment installations (in order to decrease the emissions of pollutants into the atmosphere),
- adaptation of the existing waste tips to the regulations in force,
- preparation of the documentation necessary for submitting the application and realization of the project (including: the feasibility study, technical documentation of the projects, tender documentation),
- rationalization of the waste and resources management through supporting the implementation of new technologies in the field of restricting the material consumption and the quantities of waste production (others than municipal waste),
- support for companies with respect to recovery and treatment of hazardous and after-use waste,
- after-use and packaging waste management,
- management and treatment of the controlled substances,
- collection and disassembly of vehicles withdrawn from use and management of wastes arising from disassembly of vehicles withdrawn from use,
- rehabilitation of areas degraded by industry and mining and post-military areas for environmental and usable purposes (including actions aimed at making the areas accessible for rehabilitation – removing mines, oil-related and chemical pollutants, liquidation of excavations and mine waste dumps, regulation of the water systems, protection of the main underground water reservoirs and management of the water and waste water management within the areas of the exploitation influences),
- modernization and construction of the riverbanks’ reinforcements, artificial supply including supporting buildings (exclusively for actions co-financed by the non-reimbursable European Union funds),
- preparation of the documentation necessary for submitting the application and realization of the project (including: the feasibility study, technical documentation of the projects, tender documentation),
2.2. Reducing inconveniences resulting from minerals’ mining and enrichment, restriction of the negative environmental influence of mines’ liquidation, stabilization of landslips,
- rehabilitation of soil surface on the areas degraded by the mining activities,
- implementation of technologies restricting the production of waste during mining and raw materials processing,
- protection of the soil surface against underground and open-cast mining, among others through mine filling and location of mineral waste,
- intake and treatment of mine and salted waters,
- equipping of the mining rescue services with instruments and rescue equipment,
- supporting the publications of the State Mining Authority in the area of environment protection,
- stabilization of the landslides.
2.3. Financing of the requirements of the geology within the area of exploring the geological structure of Poland and mineral deposits and underground waters management
- geological research and works for environment protection,
- geological, hydro-geological and geo-environmental cartography,
- documentation on the resources of the underground waters and main underground waters reservoirs,
- exploring the possible use of geothermal energy and mineral and therapeutic waters,
- regional examinations of the geological structure of Poland,
- evaluation of the raw materials perspective and mineral disposals management,
- activity of the State Geological Service and State Hydro-geological Service.
3. Ecological safety
3.1. Preventing and restricting the effects of natural threats and counteracting major failures
- construction and modernization of stands for analyzing and evaluating natural threats or threats caused by major failures, including: equipping with specialized equipment,
- purchases of specialized equipment necessary for effective rescue actions and elimination effects of natural threats and major failures, e.g. chemical rescue vehicles, ecological rescue vehicles, rescue and firefighting vehicles, pumps, boats, social back-office equipment for evacuees, containers’ carriers with other specialized equipment,
- technical support for the national crisis response system and for national rescue and firefighting crisis response system in the area of ecological and chemical rescue,
- realization of projects on methods and tools for analyzing threats coming from major failures,
- preparation of the documentation necessary for submitting the application and realization of the project (including: the feasibility study, technical documentation of the projects, tender documentation), drawing up planning documentation supporting preparation and realization of the projects in the framework of the priority, including preparation of the environment management programs for prevention of major failures and elimination of the consequences of extraordinary environment threats in the area of Poland, in border and cross-border areas.
3.2. Environment monitoring
- implementation of new tools and methods for observation of the environment,
- preparation of the new or modernization of the existing data basis for collecting and processing data on the environment,
- preparation of the documentation necessary for submitting the application and realization of the project (including: the feasibility study, technical documentation of the projects, tender documentation).
3.3. Construction of particularly important hydrotechnical buildings – investments recommended by the Minister of Environment/President of the National Management Board of the Water Management.
4. Air protection
4.1. Improving the efficiency of energy production, processing, distribution and use.
- construction and/or modernization of the power and heat plants, according to the Directive 2004/8/WE on the promotion of cogeneration,
- construction and/or modernization of the condensational power plants through the use of highly efficient energetic blocks firing with coal for overcritical vapor parameters and through the use of vapor-gas circuits,
- thermomodernization of the public buildings, exchange of the equipment into the energy saving equipment,
- construction of the new or modernization of the existing heat distribution networks through the use of reinsulated pipes and automation,
- construction of the installations for recovery of the waste energy (use of the heat pumps).
4.2. Increase of the production of energy form the renewable sources, including biofuels
- construction or modernization of the water power plants of the power generation capacity of less than 10 MWe,
- construction of the wind power plants,
- construction and modernization of the heat and electricity generating installations by the use of biomass or related to co-firing,
- construction and modernization of the heat and electricity generating installations by the use of biogas produced during methane fermentation of the waste water residues and municipal wastes on tips,
- construction or modernization of the energy generating installations from geothermal waters,
- construction of the solar collectors and photovoltaic cells,
- construction of the new or adaptation of the existing power installations for use of methane that originates during the process of demethanizing the hard coal mines and oil drawing shafts,
- application of heat pumps that use earth or environment heat,
- investments in the area of biofuel (or other renewable fuels) production and their use for transportation purposes,
- preparation of the documentation necessary for submitting the application and realization of the project.
4.3. Protection of the air against pollutants through prevention and restriction of the pollutants’ emission and raw materials’ and energy saving
- improving quality of the air through reducing the emission of pollutants from fuel combustion and from other technical installations,
- restriction of the emission of volatile organic compounds,
- preparation of programmes for air protection and preparation of action plans.
4.4. Use of technologies ensuring cleaner and energy saving production
- investments in the area of implementation of BAT (Best Available Techniques),
- investments aiming at raw material changes in the technologies used,
- investments aiming at restriction of production of solid, liquid and gaseous waste flow in the source,
- investments aiming at reuse of the waste in the production processes,
- supporting investments aiming at restricting the noise emission level and enargy and materials consumption,
- supporting investments aiming at implementation of the environment management systems ISO 14001, EMAS and obtaining the Cleaner Production certificate in the industrial sites.
4.5. Prevention and restriction of the negative influence of noise on the environment
- drawing up acoustic maps together with action plans,
- construction of the acoustic screens.
4.6. Financing the trading of emission certificates, including managing the National Register of Emission Certificates and carrying out tasks of the National Administrator for the Emission Certificates Trading System as well as tasks to monitor the emission of substances covered by the system.

- the Environment Protection Act of 27.04.2001 (with later amendments).
5. Environment and landscape protection and shaping the ecological attitude
5.1. Environment and landscape protection and shaping the ecological attitude
- reconstruction of degraded non-forest and water sites,
- redevelopment of the forest stands, according to the type of site,
- removing of invasive species,
- shaping the ecotone zone at the border of forest and non-forest sites,
- revitalization (recomposition) of valuable park and palace-park complexes,
- removing tree-related and shrub-related vegetation within the area of non-forest sites,
- re-establishing proper water relations within the water-mud sites,
- repurchase of lands playing key role for environment protection and their renaturalization,
- construction or modernization of small infrastructure for making access for tourists to the protected areas, cities – gardens, including construction of didactical routes, paths and bicycle tracks, trails, landscape sites and towers, roofings, etc.
- ex situ protection of species with endangered genetic pools,
- in situ protection of protected species,
- reintroduction of species,
- construction of centers for keeping wild animals and vegetation covered by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and centers for animals’ rehabilitation,
- construction or development of buildings for animals and vegetation kept in zoological and botanic gardens in the framework of national programmes for species protection,
- realization of the genetic pool protection programmes for species of forest trees in Poland, realization of programmes of selection and progeny testing,
- construction of passages for animal over and under the existing routes and railroads,
- liquidation of other obstacles for free movement of animals,
- drawing up protection plans for birds’ special protection areas and for special protection areas of Natura 2000 sites,
- drawing up national protection plans for selected species or natural sites,
- drawing up plans for protection of national parks,
- elimination of direct threats for anthropogenic areas environmentally valuable through restriction of the low emission, regulation of the waste water management and elimination of materials with asbestos within the area of national parks and from areas designated for the Natura 2000 network from the buildings/lands owned by the State Treasury.
5.2. Supporting actions aimed at increasing the area of forests in Poland and protection of forest resources
- forestation of lands owned by the State Treasury or gminas,
- protection of forest ecosystems against damages caused by biotic and abiotic factors,
- development of the nursery-gardens for renaturalization of forest ecosystems and forestation,
- elimination of direct pressure on environmentally valuable areas through restriction of the low emission, regulation of the waste water management and elimination of materials with asbestos within the area of national parks and from areas designated for the Natura 2000 network from the buildings/lands owned by the State Treasury.
5.3. Shaping the social attitude promoting the environment protection, including the biological diversity
- nationwide or supra-regional training projects or education programmes for selected social and professional groups aiming at improving qualifications and shaping the sustainable development awareness,
- informational and promotional campaigns relating to selected environmental issues and its protection by the use of mass media, public ecological organizations and other entities, including ex-ante and ex-post opinion pools,
- nationwide and international mass events aimed at popularization of environmental knowledge and shaping pro-ecological social attitude,
- construction of partnership networks for environment protection, moderation of social dialog platforms as an element integrating the society, in particular the public organizations, in the course of the decision-making process,
- organization of nationwide competitions and ecological festivals.
5.4. Supporting the education for sustained development
(the Environment Protection Act, The Strategy of the ONZ European Economic Commission on Education Decade for Sustainable Development – signed and adopted by Poland during the meeting of the representatives of the Ministries of Environment and Education in March, 2005)
- development of the housings for the purposes of ecological education realized through national parks, landscape parks, forest promotional complexes, leading regional centers for ecological education, centers for ecological education particularly important according to the national scale as well as supporting educational projects carried out by these centers,
- supporting the realization of educational programmes in the field of active ecological education and in the framework of informational and promotional campaigns,
- supporting the education of personnel for regional development needs within the Spatial Planning faculty – according to the needs communicated to the Ministry of Science and Higher Education,
- supporting the periodic TV and radio educational programmes broadcasted nationwide,
- supporting the production of didactical equipment,
- supporting the promotion of environment protection issues and education within magazines and magazines’ inserts,
- supporting the publication activities aiming at improvement of the quality of ecological education in the area of environment management,
- supporting the informational and educational activities carried out by the use of vortals and web portals,
- nationwide or supra-regional training projects for selected social and professional groups aiming at improving qualifications and shaping the sustainable development awareness,
- supporting national conferences and seminars, particularly important for the realization of the ecological policy of Poland,
- supporting competitions and projects popularizing the ecological knowledge.
5.5. Supporting projects on preventive treatment for children living in the areas where environmental standards are not met
5.6. Supporting the activities of the Non-Governmental Ecological Organizations
(The Strategy of the ONZ European Economic Commission on Education Decade for Sustainable Development – signed and adopted by Poland during the meeting of the representatives of the Ministries of Environment and Education in March, 2005)
6. Other Programmes
6.1. Supporting the projects financed by the EEA Financial Mechanism and Norwegian Financial Mechanism
6.2. Supporting the research and expertise activities for environment and water management
- ordered by the Ministry of Environment papers, studies and research works for environment management and tasks financed by the Ministry of Environment through Phare and Transition Facility funds, with the purpose to complement the national funds,
- projects realized by the President of the National Management Board for the Water Management in the framework of his tasks, as defined in the article 152 and article 90, par. 1, subparagraph 6 and 7a of the Water Law Act.
6.3. Realization of the projects co-financed from the Cohesion Fund until the end of 2006
6.4. Other tasks communicated by the Minister of Environment
In cooperation with banks, the National Fund for Environment Protection and Water Management will also finance, through credit facility, the following projects:
- construction of small and backyard waste water treatment plants, refers only to the Programme for the Agglomerations not exceeding 2000 RLM,
- construction of the sanitary sewage system, refers only to the Programme for the Agglomerations not exceeding 2000 RLM,
- waste management,
- investments in the area of renewable energy sources,
- removing materials with asbestos,
- thermomodernization,
- construction or modernization of water treatment plants.
